The Uruguay Round Agreements, particularly the GATTS and TRIMS, have limited the policy space available to developing countries. This new policy study demonstrates how this trend is likely to be strengthened by the efforts of major industrialized countries to include investment within the ambit of the WTO. Using the example of sustainable development in the electricity sector, the study provides several case studies that illustrate how governments have used non-conformist policies to advance social and environmental goals in the electricity sector.
